Protestors Could Win More Time to Mobilize

The Legal Staff representing the Public Utility Commission of Texas (PUCT) filed a motion asking Administrative Law Judges to suspend Aqua Texas’ proposed rates until December 22, 2025.
The Staff referenced how PUC Docket No. 58124 has already drawn over 3,500 formal protests and intervention requests from concerned customers.
Originally, Aqua Texas sought to implement new water and sewer rates effective July 25, 2025. That date was first pushed to September 22 by a Judge. Now, Commission Staff is requesting the full 150-day suspension period allowed under Texas law, citing the need for more time to review the rate application and allow meaningful public participation.
“This extension is critical,” said a Fair Water Texas spokesperson. “It gives communities the breathing room they need to organize, file protests, and ensure their voices are heard before any rate hikes take effect.”
The motion also renews Staff’s request to refer the case to the State Office of Administrative Hearings (SOAH), underscoring the complexity of the proceeding and the volume of customer engagement. If granted, the referral would initiate a formal hearing process, allowing ratepayers and stakeholders to present evidence and arguments before an administrative law judge.
