Meet the Founder

Joe Gimenez III is the founder of Fair Water Texas and a seasoned public affairs strategist with over 25 years of experience advising industries that shape our daily lives—utilities, energy, software, pension funds, and public finance. His career has been defined by a singular principle: listen deeply, act strategically, and advocate relentlessly.

Joe launched Fair Water Texas to empower ratepayers across the state with the tools and knowledge to navigate the Public Utility Commission (PUC) and demand fair, transparent, and right-sized rates. His work is rooted in the belief that regulatory systems should serve the people, not overwhelm them.


A Career Built on Strategic Advocacy

Before founding Fair Water Texas, Joe built a reputation as a trusted counselor to Fortune 500 companies, public agencies, and grassroots organizations. He led public affairs efforts at the international PR firm Cohn & Wolfe, then founded G3 Public Relations in 2007—a nimble, results-driven consultancy that helped Microsoft’s worldwide utilities business grow to $1 billion in sales.

Joe’s advocacy experience runs deep. In 2010, he began working with the Texas Association of Public Employee Retirement Systems (TEXPERS), helping the group defend itself against political attacks and build a collaborative relationship with the Texas Pension Review Board. His ability to navigate complex regulatory landscapes and shape public narratives is the backbone of Fair Water Texas.


Why Fair Water Texas?

Joe saw firsthand how ratepayers, especially in rural and underserved areas, struggled to make their voices heard in PUC proceedings. He served as the president of a small water company in central Texas and won a case before the State of Administrative Hearings for just and reasonable rates. Through that process he recognized the need for a platform that could:

  • Decode the regulatory process
  • Support community-led interventions
  • Advocate for sustainable, transparent water rates
  • Protect volunteer-run systems from financial collapse

Fair Water Texas is the result: a strategic, ratepayer-driven initiative that combines Joe’s technical expertise, communications savvy, and deep commitment to public service.
